This describes how we intend to handle emergencies once giving activity supports it. It is not a rapid-response operation already running today, and we will not describe it as one.

Our intended process: the partner reports the need in writing, we confirm the specifics, funds are released against the stated purpose, and receipts or written confirmation are requested afterwards. Any emergency release will be reported alongside our regular updates.
